1. Press Windows+R button and type Regedit in the field and hit enter from your keyboard.
2. This will open Registry Editor, Simply browse to key mention below manually.

3. Now left click on Background folder and then right click on right side of the registry pane and select NewDWORD key.
4. Rename the DWORD file to OEMBackground.
5. Double click on newly created file and set its value to 1.
6. Now open My computer and browse to this directory:

C:WindowsSystem32oobeinfobackgrounds

7. Paste your custom image in this folder and rename it to  backgroundDefault

8. Now just logoff your pc and enjoy the new custom logon screen.

Windows 7 now supports customization of Windows 7 logon screen officially. Replacing the old logon screen is just another task like changing wallpaper (Desktop background). 1. Download the registry file from here. Extract the file and double-click on the file to enable this feature (Alternative method: right-click, select Merge).

2. Now, head over to the following folder:

C:WindowsSystem32oobe (“C” is your Windows Seven Installation drive)

3. Here, create a new folder named Info. Again, create a new folder inside the Info folder and rename it as backgrounds.

4. Copy your favorite image file to this folder and rename it as backgroundDefault. Note that the image must be in JPG format and the size should be less than 256 KB.

5. You are done. Reboot your system and see the change.
